History of State Unitary Enterprise “Mosoblgaz” Metrological Service
development
State Unitary Enterprise “Mosoblgaz” Metrological Service was established in
1972 at the company “For anticorrosion protection of underground constructions
and networks”. It dealt with departmental check of gas analyzers ÏÃÔ2-M1. There
were 3 people on the staff, includung director. The scope of work was about 500
appliances. The reparation of gas-analyzers was performed by electric protection
systems and radio groups maintenance department. Metrological Service was
reconstructed for the first time in 1985, establishing measuring equipment
maintenance service and broadening the scope of functions. For the first time
the Service offered outside organizations the services in check and reparation
of gas checking equipment.
In July 2003 Metrological Service was reorganized into Metrological
Management and excluded from “For anticorrosion protection of underground
constructions and networks» company. Metrological Management is the agency of
departmental metrological service and one of the quality control departments.
They perform a check, reparation and supervision of all metering appliances in
service at the factory, as well as make complex measurements in the time of
technological processes elaboration, at examining the defects emerged during
production and operation.

objectives
The basic objectives of State Unitary Enterprise “Mosoblgaz” Metrological
Service are:
1. Measurement assurance at the factory
2. Cost cutting as a result of
measurement dissemination
3. Metrologial assurance of manufacturing activity
at the factory
4. Metrological assurance improving
5. Improvement of
quality and competitive ability of works, done by the company, their confomity
to intenational standards.
The metrological assurance scheme is attached to company specification.
Personnel of State Unitary Enterprise “Mosoblgaz”
90% of the Metrological Management personnel are people of higher and
secondary-specialized education. These are top-sawyers with more than 10 years
work experience in the field of metrology. The directory of metrological
management has a serious approach to the personnel professional qualifications.
That is another factor to be noticed.
Verification officers have regular skill upgrading at the Academy of
Standartization, Metrology and Certification, with the attestation by goverment
metrological supervision institutes for the right for checking. Maintenance
engineers undergo training in appliances reparation at manufacturers and get the
licence for perfomance this kind of work. Metrological service empoyees have
skill upgrading when necessary at higher and secondary training schoolls
alongside with working.
Metrological service employees are the top-sawyers, able to maintain the up
to date and complex appliances. They do their best for uninterrupted work of a
factory. They are confident that the quality of services provided will be on a
high level, therefore, the Enterprise will be competitive on the russian
market.
State Unitary Enterprise “Mosoblgaz” metrological assurance
Metrology laboratory is divided into a maintenance function for measurement
methods, and checkout stations. The newest up-to-date working standards are in
stock. Not all State Standartization and Metrology Centers have this kind of
equipment. Software maintenance “Automatic work station of a metrologist” is
implemented to computerize technical maintenance process, reparation, checking
and document control of Metrological Service.
Laboratory has fully equiped instrumentation pool available, including
multirange calibrator Fluke 9100E for the check of multirange electric meters.
The updated pressure calibrators of high-accuracy ÏÊÄ-10Ì are used for checking
pressure measurement appliances. For the pressure checking appliances control
various gas mixtures and checking rigs are used. It allows to cut the check and
reparation time.
Having the above mentioned equipment available, Metrology Management performs
services in reparation and check of gas checking equipment, pressure and
electricity meters, trace searching appliances.
Data processing and analysis is done by many desk computers by the newest
software.
At the moment Metrological Service is entitled to perform measuring equipment
reparation services, and is being accredited to do the services in checking,
that would afford an opportunity of maintenance of 99% of the fleet of
appliances in State Unitary Enterprise “Mosoblgaz” balance.
Metrology Service has their own transport available for timely delivery of
appliances from the customer to the factory for a check and back to the customer
at a convenient time and place.
Outsourced services
The work of Metrology Service is not limited to the issues of their own
production sphere. A large scope of works in reparation and check of
instrumentation for outside organisations and factories from many cities in
Russia is done on a regular basis. Regular customers are State Unitary
Enterprise “Mosteploenergo”, OJSC “Rostelecom”, “Tsentrtelecom”,
Tvermezhraigaz”, LLC “Gasgrokhimservice”, “Tveroblgas” etc. Total amount is more
than 50 organizations.
Works performed for outside organizations are:
1. Meters reparation
and check (manometers, differential manometers, pressure transducers etc.)
2. Gas checking equipment reparation and check (gas analyzers, gas
detectors, including stationary, gas indicators and gas leak indicators
etc.)
3. Reparation and check of electrical measuring equipment
(amperemeters, voltmeters, ohmmeters etc.)
4. Reparation and check of trace
searching equipment.
Perfomance time is determined by the time, necessary for preparation of
documents: conclusion of contracts, account production and settling. Minimum
term is two weeks.
Metrology service has good business relations with Center of Standartization
and Certification. Equipment check is done by the verification officers of
governmental metrology services with Metrology Management measurement
standards.
The problems of metrology service
Besides the achievements, some problems are to be solved. There is no insight
into the value of metrological assurance at the locations, that leads to
violation of operating rules. Obsolescence and physical aging of fleet of
equipment increase the expences for their running and maintenance. The present
day incereasing number of meters at the factory results in the increased number
of measurements. It demands perspective plans of equipment fleet change,
reduction costs of maintenance, and Metrology Service further development. It is
necessary to approach the services market for maintenance and check of meters
for outside organizations.
