During 8 days of June, there were received 21 applies, including 8, connected with hot water supply, 4 – electric power supply, other applies were connected with gas cut off.

Recently there was a break on a Fetinskiy manifold, which connects cities Korolev, Balashikha, Reutov, Zheleznodorozhniy and Noginsk district with the station of airing. According to the words of the minister of housing and communal services of Moscow Region V. Beshkarev, it is difficult to reconstruct this manifold, because it is very compound equipment. Anyway, building of the second branch manifold started.

The minister also marked, that as the summer season began, water consumption increased. So, now it is necessary to obtain 3,5 million cubic liters of water instead of 2,5 million cubic liters. But the question of payment for water still not solved yet.
 

A regular meeting between the Governor of Moscow Region B.V. Gromov, his deputies, heads of ministries, departments and subvisions took place on the 6th of June.

The Governor paid attention of participants on a question, connected with the energy crisis. He said that it is necessary to liquidate rapidly all consequences of this crisis.

Besides, Boris Gromov said, that he is not pleased with the fact, that there are a lot of enterprises, which have arrears of gas and electric power. “It is necessary to solve this question, all enterprises must pay off debts”, - said the Governor.

Summer – is a busy time. There will be some occasions, where will be a lot of people. It is planned to pay attention on a question of safety.

Besides, benefits for liquidators, who live in Khimki, differ from those, which we have. If there any law, which determines rates of benefits?”

A vice-president of the Committee of the social protection of inhabitants of Moscow Region A.V. Kozlov said that the question of benefits for liquidators of the catastrophe in Chernobyl is determined in a law №1244-1 “About social protection of people, who suffered from the catastrophe in Chernobyl”.

According to this law, people should pay 50% less for heating, gas, electric power, water supply and communal services.
 

On a meeting of the Government of Moscow Region, which took place on the 31st of May, 2005, a law “About the order of turning of state unitary enterprises to departmental subordination” was passed.

This law determines the way of turning of state unitary enterprises and institutions of Moscow Region to departmental subordination in accordance with the current legislation.
It was also decided to establish a special Committee for more efficient work.
 

2 objects of gasification were built and now putting into operation in Moscow Region.

As the Ministry of a building complex reports, a village Talitsy (Pushkino district) and a village Govrilovo (Lotoshino district) were gasified this year. The total number of inhabitants – 299 people.
 

5 people, including 3 kids, suffered from explosion of a gas-cylinder, reports ITAR-TASS. An explosion took place a day before at 6 pm (msk) in Troitsk.

A gas-cylinder exploded in a flat in a 5-storey house. Panes and partitions were damaged by the air-blast. Ignition took place. Because of that, several flats burned out.

As a result, an owner of a flat, where explosion took place, suffered. He was hospitalized with injuries and burns. 3 kids and a pensioner suffered as well. According to the provisional data, an explosion took place because of wrong exploitation.
 

A law “About additional measures for winter preparation in Moscow Region” was passed on a meeting of the regional government.

1 milliard 717 million rubles will be allocated for municipal formations. Major repairs and reconstruction of boiler houses, heat equipment, and steam-heat pipes will be done. These measures will allow to prepare for a heating season 2005-2006.

Also, a reserve fund (131 million rubles) will be established for non-planned measures.

Naro-Fominsk administration will put special attention on a problem of natural gas industry and water-supply in the district during next 3 years. So, it is planned to build a gas pipe line to settlements Vyshegorod, Bekasovo, Ivanovka, Simbukhovo, Rozhdestvenno, Volchenki, Shustikovo. At the present time, a gas pipe line to villages Sharapovo and Marushkino is building. It is planned to build 15-kilometers long gas pipe line to the village Golovkovo and gasify villages Milukovo, Kamenka and Kukshevo.

A program of the district’s development foresees reconstruction of the municipal economy. A half of all boiler houses must be reconstructed, a whole series of boiler houses will be built. This program includes reconstruction in Naro-Fominsk and Aprelevka, Vereya, Selyatino, Kievskiy, Yakovlevskoe, Otlichnik, Alabino, Petrovskoe, Krekshino, Marushkino, Pervomayskoe and other villages and settlements of the district. Several boiler houses will be transferred on natural gas. It is planned to build pipe lines till 2008 and gasify boiler houses in 2008-2009.

Great changes are expecting in the water-supply industry. Some objects are reconstructing now. It is planned to build a sluice from Naydova-Zhelezova Street to Volodarskogo Street. As it is known, water in the district do not corresponding with all necessary norms, that’s why a water purify station will be built.
 

Those war veterans, who worked in Gavrilovskiy department of main gas pipe lines, got presents on the occasion of the Victory Day.

People, who took part in a Great Patriotic War, got books “Always remember” about war veterans. This book includes information about 1 480 veterans of the war and rear organization “Mostransgaz” and about 2 thousand photos, made by war correspondents.

Veterans also got corporation awards, presents and 15-20 thousand rubles. Pecuniary aid was given to 147 war participants and 580 veterans of rear organization “Mostransgaz”.
 

On 11th of May, 2005 the Governor of Moscow Region Boris Gromov held a regular meeting with his deputies, heads of ministries, departments and subdivisions of the Government of Moscow Region.

B. Gromov thanked representatives of all subdivisions of Moscow Region Government for the highest level of holiday’s organization, dedicated to 60th anniversary of the Great Victory.

He particularly mentioned all works, connected with prevention of accidents, including acts of terrorism on the territory of Moscow Region.

- Everybody tried their best – subdivisions of Moscow Region Government, Central directorate of domestic affairs, Federal Security Service of Moscow and Moscow Region, heads of municipal formations, - said Boris Gromov, - but we can’t rest on our laurels: it is necessary to work in this direction.

The Governor also asked to continue works, connected with introducing order and cleanness.

During a meeting B. Gromov also mentioned a question of future fires in Moscow Region. In connection with it, he ordered all proper subdivisions to conduct a work, connected with prevention of fires. A question of preparation for next winter was discussed. “Summer will pass quickly, that is why it is necessary to prepare for winter now”, - said Gromov.
 

All Russian people celebrated an anniversary of the Great Victory during first May days, 2005. 60 years passed from the moment, when Soviet Army and all Soviet people won a Victory over fascism. The price of this Victory is high – every family has lost relatives during a war. There are no indifferent or apathetic people this day. Victory Day for all Russian people – is “a holiday with tears”.

After 60 years, people gather near monuments, steles and memorials, erected in the honor of military heroes, in order to pay tribute to soldiers and to celebrate war veterans.

This anniversary year a sacred place appeared in a settlement Novoivanovskoe, Odintsovo district. On the 7th of May, 2005 a grand opening and consecration to God of the monument to the motherland defenders during 1941-1945 took place. An initiative of the head of the local Administration O.M. Zimovets about a monument construction met with approval of the head of Odintsovo district.

A sculptor I.N. Vilchevskiy and his assistant I.V. Sokolov took part in the monument creation. Heads of the local Administration thanked different organizations for their help, including SUO “Mosoblgaz” in the person of the Deputy Director General V.V. Laponov, E.M. Alekseev and A.M. Kuzmin.

The territory around a new monument pleases the eyes – all roads are paved, comfortable benches are placed, beautiful flowers are growing there. All that makes the nearest park - the most popular place in a settlement. Place, where old people and youth will gather and remember those, who won this Victory, this spring, about those, who made our future peaceful.

60 years ago we won a Victory.

Our people resisted pressure of the enemy. Russian solders freed our country from fascism and raised the standard of the Victory in Berlin. Our country made a great contribution in crushing defeat of Hitlerite Germany.

Everybody approached Victory, as they could. Our army and home front. Every citizen of our country. Every house, village, city. This Victory was also achieved by sweat and blood of the solders of Moscow Region.

We bow low to you – front-line soldiers, soldiers-winners. You went into battle at the first summons. You looked death in the face. And you won!

We tender thanks to you! You forged weapon for this war all days and nights long. Thousands of you went into battle right out of school.

We are proud of your feat! This Victory will be engraved in our memory, as the most precious property of our history.

Recently, a village Kerva became a part of Shatura. Another one great event for inhabitants took place the other day – their flats were supplied with gas.

A general contractor - is one of the branches of “Gazprom” – “Zapsibgazprom” (Tumen). Builders had to overcome serious difficulties. Thanks to modern equipment, all problems were solved.

In that’s way, another one step of carrying out a joint program of gasification of Moscow region is done.
 

Specialists of SUO “Mosoblgaz” have been gasifying Moscow Region for 45 years. Rules of gas equipment using have been worked out and put into operation during that time. Administration of Klimovsk will allocate 180 thousand rubles for providing disable veterans and those people, who took part in the Great Patriotic War with gas cookers by the 9th of May, 2005. Gas-men will install 47 gas cookers and 18 water heaters.

And the means, collected by the city enterprises "Seant", “Inzhkomtsentr VVD", "Alfatekhform", "Tekhnoform" and employees of the city Administration in the context of a Day of charitable work (about 170 000 rubles), will be spend on installation of gas equipment in the privatized apartments of front-line soldiers.
 

A regular meeting, concerning major repairs of the bridge over the river Klyazma was hold in administration of district. It was headed by the deputy head of Administration G.K. Tretiyak.

As it was informed earlier, the bridge over the river Klyazma is in an emergency condition and it is planned to close it in June, 2005. In connection with forthcoming repair works, Administration of the district and some interested services will solve a number of prime questions.

However, it is necessary to consider, that 3 different kinds of works will be hold at once in the area of a bridge this year: reconstruction of the bridge, repair of the underwater pipeline through the river Klyazma and in the nearest future - a gas main. That’s why it is necessary to place building sites so, that builders, divers and workers of gas facilities do not hinder each other. Considering the aforesaid, it has been decided that all interested services would come on a place of work.

Also at the meeting the questions of construction of the foot-bridge and paths, terms of construction of roundabout roads and the time of beginning of reconstruction works and etc. were discussed.
 

A number of gas mains, which were under construction in 2001-2004 at the expanse of the regional budget, passed to "Mosoblgaz" for ending of construction according to the program "Gasification of settlements of Moscow Region in 2005-2008". That is a result of some meetings, held in March by Minmosoblstroy, "Trest Mosoblstroy №15", SUO “Mosoblgaz", administrations of municipal formations of Moscow Region and contracting organizations.

So, in particular, "Mosoblgaz" will gasify houses in villages Popovskaya and Ramenki of Egorievsk district, houses of a village Zhuravna in Zaraisk district, village Gorodets of Kolomna district, village Semenovo in Pavlovskiy-Posad district, villages Ivashkovo, Murikovo, Sereda and Filenino in Shakhovskiy district. Besides, the gas main to the boiler-house of a school for deaf-and-dumb children in a settlement Zaprudnya will be built.

Considering a condition of construction and financing of objects "Gasification of a branch "Krasnovskoe" ("A gas pipe line to a village Krasnovskie vyselki") and "Gasification of houses in a villages Korovino and Kosyaevo" ("A gas pipe line to a village Kosyaevo") in Serebrynnye Prudy district, the Ministry of a building complex of Moscow Region decided to finish construction due to the means of the budget of Moscow Region in 2005.

Financing of construction of a gas main of low pressure to the village Klishino will be carried out also by the Ministry of a building complex of Moscow Region due to the means of the regional budget, financing of construction of a gas main of a high pressure will be done by SUO "Mosoblgaz".
 

The increasing number of citizens, who are interested in prospects and opportunities of individual heating, addresses to “Mosoblgaz”.

A reform of housing and communal services, which is carried out by our country, makes us look at process of heating of dwelling afresh. In the second half of the 20th century heating began to change from furnace to central. Work of boiler-houses was transferred on gas using, as the cheapest and ecologically pure kind of fuel. This progressive step has exerted huge positive influence on construction of dwelling houses and on development of a city and rural infrastructure, as a whole.

Unfortunately, the created system of the central heating becomes unfit for use, morally becomes outdated, becomes not always economically justified, that leads to significant and regular increases of tariffs for the central heating for citizens. Debts – are the chronic headache of administrations of municipal formations. However, for last years many of them with success have got rid of a chronic illness. For Voskresensk district time at the beginning of 2004 as if has stopped on a mark of the middle 90’s. There have written a lot how painfully beat debts on a system of housing and communal services.

- I can say, that the main achievement of the work of regional administration in sphere of housing and communal services is the liquidation of debts, - said the deputy chief of a city services Evgeniya Petrovna Burlakova.

- During last years debts accrued, as a snow ball, and solving of the most essential, most urgent problems was a universal tragedy for us, as without money and at debts, you will not turn out much.

Now the situation has changed exactly another way round. Last year more than 2, 5 million rubles we paid back to "Mosregiongaz", we have paid back with "Mosoblgaz", and the sum is rather big - 70 million rubles. We are in debts to these organizations. But, in particular, the Administration has agreed to delay a payment to "Mosregiongaz".

Completely we have paid back debts of the last years to "Minudobreniya". And this work proceeds, as among our patient creditors there are still such organizations, as "Liftremont" and the supplier of municipal services "Kolev". It is assured, that in the nearest future we shall recollect our debts only in past time.

However, housing and communal services can’t wait for the best times and constantly demands significant financial investments, especially during preparation for a cold season. Last year we spent about 100 million rubles, that is twice more, than two years ago: 93 roofs, 46 indoor systems of engineering communications have been capitally repaired, heating mains (about 550 meters) are placed in Northern part of Voskresensk and in a settlement Beloozerskiy, capitally repaired and replaced seven boilers in six boiler-houses of the district, 30 kilometers of air-lines of power supply and more than two kilometers of cable bus are laid almost...

The initiative of local administration is supported by the Government of Moscow Region. It is enough to tell, that it was allocated 20 million rubles for repair of dwelling houses roofs from a reserve fund of the Governor of Moscow Region B.V. Gromov.
 

Inhabitants of a village Talitsy, Pushkino district, waited for this moment for a long time. Finally, their village was gasified. Building of a pipe line lasted for a long time and it was a difficult process.

About 60 houses are gasified now. A high and low pressure pipe line is about 6 kilometers long. A customer of building is a Department of investment building of Administration of the district and a contractor is “PMK-66”.

It is a special moment for gas-men – another one village is supplied with gas in Moscow Region. And inhabitants of this village say, that their dream came true.
