Break of a pipe line (system of “Mostransgaz”) took place on Sunday in Voskresensk district. Break of a pipe line took place near the village Berezovka at 10.10 (MSK).

“Gasification of Voskresensk district was renewed in the shortest possible time”, - said director general of SUO “Mosoblgaz” D. Bolshakov.

There are no serious consequences for gasified objects. There are no victims. As SUO “Mosoblgaz” informs, at the present time everybody work in normal regime.

All reasons of this accident will be find out by a special commission.

As RIA “Novosti” was informed, in Voskresensk district of Moscow region on Sunday a break of a pipe line took place.

“We received information about the break at 10.10 (MSK) and after that, the breakdown area was blocked”, - said assistant of the department. According to his words, after the break, gas lighted up.

“Fortunately, nobody suffered, because in the district, where the accident took place, not much people live”, - said an interlocutor of the agency.

At the present time, operational services of Voskresensk and Egorievsk districts work there. Reasons of the break will be find out by specialists of gas industry.
 

From the 1st of January, 2005, in Moscow region will raise prices for gas, which is used by inhabitants. As the director general of SUO “Mosoblgaz” D. Bolshakov said, the price would be 1054 rub, 85 kop. per 1 thousand cubic meters of gas. Today this price is 912 rubles.

“This figure is approximate, as in December the Federal tariff service will declare the finally decision”, - said Bolshakov.

The Moscow regional Duma deputies are going to examine a law about the budget in 2005 on the 24th of November. It is planned, that incomings of the consolidated budget will be more, than 105 milliard rubles. That is 28% higher, than the level of the current year.

As it was informed, expenses of the consolidated budget will be about 112 milliard rubles.

Besides, regional deputies will examine laws “About norms of budget financial security, used for making a prognosis of the consolidated budget of Moscow region in 2005” and “About changes in the law “About cost of living in Moscow region”.
Also, the deputies will discuss regional laws “About changes in the law “About program of social-economic development of Moscow region in 2004” and “About changes in the law “About protection of labour in Moscow region”.

Some documents, concerning allotment of 12,9 million rubles for gasification of Voskresensk district, are examining in Moscow regional Duma. It is a question of gasification of the Zavodskaya street and the Novozavodskaya street in a village Vinogradovo; besides, it is planned to supply with gas a block boiler-house. The investor of a boiler-house building is “Voskresenskaya kommunalnaya kompaniya”.

At the present time, a project of building of engineering systems has been already developed; 3,3 million rubles for that were given from the local budget. Gasification of municipal houses in Baranovskom, Usadishche and Ashchitkovo continues at the expense of the regional budget. By the end of this work, more, than one thousand flats will be gasified.

A branch office of SUO “Mosoblgaz” in Balashikha was established in 2003. It consolidated two trusts – in Balashikha and Shchelkovo. In order to increase efficiency of production, director general D. Bolshakov decided to establish one trust, instead of two.

Today 556 people work in this trust. As a result of consolidation, trust became a large-scale enterprise. Now, new pipelines are building, old equipment is repairing or replacing. All of this allow to work in safety and non-emergency regime.

In 1959, when the trust in Balashikha was established, it was headed by V.V. Akhapkin. Under his direction, gasification of Balashikha district started. During past years, the gas industry of the district became one of the most developed in Moscow region. Level of gasification of the district is 99,9%.

Today, the united trust is headed by V.A. Golovin. Under his direction, gasification and development of gas industry continue.

Specialists of the trust lay a special stress on present day modernization of production and equipment, they use the most advanced domestic and foreign methods of gasification and gas pipelines servicing. It allows keeping in operating condition more, than 2 thousand kilometers of pipelines, supplying with gas thousands of flats and industrial plants.

Today the Naro-Fominsk trust, the branch office of SUO “Mosoblgaz”, puts it attention to safety using of gas pipelines in towns Vereya and Naro-Fominsk, villages of Leninskiy and Naro-Fominsk districts of Moscow region.

The Naro-Fominsk trust was established not long ago – in 1974. At first, there was a gas service, which was a part of the Odintsovo trust. This gas service started gasification of Moscow region in 1958. In 1962, all houses in Naro-Fominsk were supplied with natural gas, and the first torch was lighted in the Lenina Street, 45 on 12th of August, 1960.

In the sixties the gas industry of Moscow region developed and gasification of Naro-Fominsk district developed rapidly. In 1965 such villages, as Akulovo, Vasilchikovo, Mityaevo and Kubinka were supplied with gas, and the year after – Aprelevka was gasified. In 1971 Vereya was supplied with gas.

All this hard and difficult work was done only because of constructive labor of specialists, masters of their profession.

Klin region is gasifying. Last Wednesday, a village Troitskoe was gasified, 52 flats were supplied with gas.

Next village, which will be gasified, is the village Beketovo. It will be gasified by the end of the year.

In Noginsk, a Russian - Armenian joint stock company “Ro-Ar” has opened it’s branch office. It is producing gas equipment.

200 people are occupied in that kind of business, 170 of them - directly producing gas jets and chopping-knifes.

The villages M.Borschevo and Borki of Klin region are finally gasified.

The region’s head A.N. Postrigan was overjoyed, while inflaming the traditional torch. He underlined the advantages of the gas fuel: safe, ecologically clean and 5-10 times cheaper, than mazut. The inhabitants of two two-storied buildings thanked for gasification. Recently, they had cold radiators and no hot water. Now houses will be warm. Soon the kitchen stoves will be provided with gas.

The job of gasification of the villages was done by the company “Smk-Stroy”, reports Klin newspaper “Serp i Molot”. “Smk-Stroy” has laid a 14 km long pipeline and the “Teploseti” company has equipped the boiler house with modern equipment.

The gas supplying program is well realized. Besides, the local administration has developed a program of decentralization of the city heating system, which is non effective today. Only 30% of used fuel reach the customers as heat. That is why, boiler houses in Klin, Maidanovo will be build.

The inhabitants of villages Korovino and Voynova Gora are interested, if gasification of their villages is possible.

The deputy head of administration said, that:

- The building of a pipeline in a village Korovino was put in a regional program “Gasification of Moscow Region in 2001-2004” in 2002, but its building didn’t started due to the absence of money in the Moscow region budget.

Today, the project documentation on building the pipeline in a village Voynova Gora is fulfilled. The technical documentation was prolonged. A program “The gasification of the rural settlements in 2005-2010” was developed by the administration of Orekhovo-Zuevo region, which provides gas supplying to the villages Korovino and Voynova Gora. At the beginning of this year, it was send to “Mosoblgaz” and the government of Moscow Region for including in the program of gasification of Moscow Region.

At the present time, the project of a program of gasification of Moscow Region for the next years is developing. After that, the program will be published in mass media.

On the meeting of the Government of Moscow region, which took place yesterday, under the chairmanship of Aleksey Panteleev there were discussed 15 questions.

Most of them were concerning infringements and definitions of lows of Moscow region. The leaders of ministries were going to clarify figures in accordance with the federal law.

The changes in law of Moscow region were accepted in Ecology program of Moscow region, Moscow region ecology budget in 2004, and etc.

The program of gasification of Moscow region in 2001-2004 was under discussion, as the program is carried out not so quickly, as it was planned.

The Ministry of building explained, that delay was caused by inventory of objects not putting into operation. To close this problem, the local budget gave 493 millions and it is forecasted to put into exploitation more, than 500 kilometers of pipelines, finish reconstruction of 16 boiler houses.

Another one investment project is the building of silicon plate factory in Podolsk. The aim of this project is to produce the silicon plates. The volume of investment will be 10,8 milliard rubles. The period of payback is 4-5 years from the moment of putting the factory into operation.

Among questions of social character, can be marked out the decree “The measures for additional education in Moscow region”.

From the report, it was clear that the realization of this project enables additional finance and promotes development of sport among children.

On the agenda, there were the questions: the report of head of the rural area about results of the work in the first quarter, the preparation for winter, payment for municipal services.

The head of Poretsky region I. I. Borisov reminded what was made in the first half of the year: building of wells, roads, street lights, dump liquidation, and planting of trees on the streets.

Soon Porechie will be supplied with gas. During the meeting, there was discussed the question about gas supplying of private houses.

Gas will appear in Ozerki village in November. Now there are 12 houses without heat providing.

Besides, the newspaper “Yat” informs, that there is a difficult situation in Nepetsino, where is absolutely no heat in the local school.

The school in Panovo is provided with heat, but the temperature there is less, than 16 degrees, because the old pipeline is waiting for repair and repair works have been already financed.

The inhabitants of village Raduzhnoe complain about insufficient temperature of hot water, due to the absence of heater in the boiler-house.

There were changes in the Law of Moscow region “The gasification of Moscow region in 2001-2004”.

The aim of changes is to finish by the end of 2004 construction of the gas object, which limits were exhausted.

The consequences of fire accident in boiler house N 1 in Voskresensk were fully removed.

In summer, the renovation and repair works took place in three boiler houses in Voskresensk: pumps were replaced and boilers were repaired. It was unable to spare gas and electricity.

About kilometer of pipelines were renewed, but on 20 of September in a boiler house N 1 an accident took place, that ruined all the renovation works. In the morning there was created staff on liquidation of fire, which had to eliminate all consequences until 10.10.2004.

As the newspaper “Nashe slovo“ informed, all difficulties were eliminated and the work of boiler house is now sustainable.

On October 12, a meeting of a Moscow Regional Duma took place. The main theme - was the gas providing to the Orekhovo-Zuevo region. The representatives of “Mosoblgaz” and the construction Ministry, vice-chairman of Moscow Regional Duma and the representatives of Orekhovo-Zuevo region were there.

As the Moscow Regional Duma press-service has reported, the solving of this problem does not need any delays, because the Duma is willing to discuss the budget. The result of the meeting was the decision to quickly prepare the project documentation.

The priority of gas supplying will be given to such cities, as Gubino and Avsunino. Gas will be supplied not only to the living houses, but also to boiler-houses. It will free the local budget from the necessity of buying wood fuel.

The participants found out, that the region could not be gasified fully, because of un-rentability. No one will construct an expensive pipeline to gasify a far village of ten houses. As it was underlined, the pipeline will only work, if there will be no delay in payments.

The building of the Odintsovo Trust started the same year, as gas supplying in Kolomna. The mission of the Trust was to control the construction of underground pipelines, gas dispatching plants, and in-house gas equipment.
In addition, a mission was to gasify Odintsovo, Kuntsevo and other cities and villages, which border to Smolensk Region.

On January 25, 1956, a high-pressure pipeline towards Kuntsevo was built and all the living houses were supplied with gas. In 1960 the “Kuntsevogaz” was formed.

The activity zone of this trust was situated in the cities Kuntsevo and Naro-Fominsk and other nearby villages, such as Odintsovo, Aprelevka, Ochakovo, Vostryakovo. The gas dispatching organization in Zvenigorod immediately became a part of the trust. The chief engineer was A. I. Musinov and the head of the office became V. Y. Golomshtok.

When in 1960, some of the cities became a part of Moscow, the trust was moved to Zvenigorod. Now Zvenigorod, Istra, Naro-Fominsk, Mozhaisk, Ruza and Volokolamsk regions were under the supervision of the Kuntsevo trust. By the period 1971-75, the Odintsovo trust has grown to a powerful structure.

The result of this growth was the split of the Naro-Fominsk and Volokolamsk trusts. The Odintsovo trust became bigger, because the volume of construction and equipment grew steadily. After the trust was re-structured, it started servicing the Odintsovo, Mozhaisk, Ruza, parts of Leninskiy regions and the city of Zvenigorod.

Now, the Odintsovo trust is servicing 3,5 thousand kilometers of underground pipelines and 198000 apartments.

In the “Odintsovomezhraigaz” high-educated personnel are working. Their high education is the cause of stable and sustainable work process of the whole “Mosoblgaz”.

A.S. Golubnichiy, the director general of “Mostransgaz” visited the ceremony of the new pipeline opening. This pipeline will connect two pipelines: “Gorkiy-Centr” and KS-3 “Serpuchovskaya”.

It’s construction was a part of the pipeline “KGMO-1” reconstruction program. Because of financial strait, it was freezed many times.

Construction of these two pipelines may increase the security of gas supplying in Moscow and Moscow Region. In addition, it will increase productivity of the pipeline systems “Tula-Torzhok”, “Serpukhov-KRP 14”, “KGMO” and many others.

Mr. Golubnichiy congratulated workers with the successful ending of the pipeline construction. He also visited the pipeline “Stavropol-Moscow”, where he checked the usage of the new type of pipe isolation by the repair-workers. He took part in a meeting with the deputy of the director general of “Delan” and “KSI” companies Mr. Glukhov, considering deliveries of the isolation materials.

The gas industry in Moscow region – is the difficult mechanism with trusts, different services and departments. But successful work – is successful work of all it’s parts.

Gasification of Moscow region began in 1955 from Kolomna. There, not far from the church was the first trust of gas industry, under the direction of A. Gordukhin and the staff of 22 workers. By the end of 1955, there were gasified about hundred flats in the center of the city.

At the present time, the branch office of “Kolomnamezhraigaz” – is the largest gas industry in Moscow region.

During almost 50 years such cities, as Kolomna, Voskresensk and etc., about 198 000 flats, 39 enterprises are supplied with gas. During years of gasification, high experienced workers appeared in the industry. Now, staff successfully works.

Putting into operation in August 2004 the second source of gas - is the example of successful work of “Kolomnamezhraigaz”.

The competition between the auditor organizations, authorized to carry out the auditor control of fiscal accounts of state enterprises of Moscow region in 2004, will be carried out on 18.11.2004. This competition was organized by the regional Ministry of property relations.

As it was said in the Ministry, participants are the auditor organizations, which meet the requirements, among which are the license, the staff, which is not less, than five specialists with certificates of auditors, issued by Ministry of Finance RF, insurance policy or an agreement of professional responsibility.

Besides, as was marked in the Ministry, the period of it’s practice on the market of auditor service must be not less, than three years. The experience of auditor control in state enterprises in Moscow region is desirable.

Regular sitting of the staff of operative reaction on appeals and complaints of inhabitants of Moscow region took place on Wednesday in connection with the non satisfied heat supplying of Moscow region housing funds.

On agenda was also a question, connected with the debts of town Roshal for heating and hot water to chemical plant.

The deputy of Minister of housing and communal service of Government of Moscow region Ivonin V.P. is responsible for this question. “Mosoblgaz” is responsible for liquefied gas supplying to the boiler rooms of Chatura region.

“Mosoblsantekhmontazh” must clarify the lists of workers in trouble crews, elaborate and affirm the measures for autumn-winter period 2004/2005.

From the first of January the minimal level of salary of workers of non budget sphere will increased till 3 thousand rubles.

The resolution “About approval of project of agreement about changes in three-sided agreement between Moscow region government, association of regional trade-union organizations and association of Moscow region employers in 2004-2005” was adopted on the sitting of the government of Moscow region.

This document provides the increase of minimal level of salary to the workers of real sector of economy of Moscow region with the purpose of it’s approximate to the level of living wage of capable working population.

The minimal level of salary of workers of non budget sphere will increase till 3 thousand rubles per month (90% from the level of living wage minimum) from the first of January. In 2005 the norms of middle wage at the rate of 2.5% from the level of living wage were reached at the most enterprises of the region.

On the 27th of September, the governor of Moscow region, Boris Gromov with the deputy of Government of Moscow region, heads of main departments of government of Moscow region conducted the meeting.

The first question was - to pay attention to the preparation for coming winter. He said, that it is necessary to brisk up the work of liquidation of accidents on objects of housing and municipal services, as the winter is going to be cold.

The governor wanted to pay the attention of all municipal services to the work of water supplying. Besides, the governor put on the agenda the task to law-enforcement agencies to control all places, where the emigrants can live with the purpose to make their places of living legal.

The regional government has affirmed the norms of budget, which are using during the making of a consolidate budget of the region in 2005.

Adopted resolution includes the article, concerning law definitions of norms in eight main systems of budget sphere, such as housing and communal services, social security, education, health care and articles, concerning law definitions of norms in natural and cost definitions.

All supposed norms are calculated per one inhabitant. Besides, the government has adopted the codes of budget classification. In particular for the Duma of the Moscow Region, Region Ministries and Committees, football club “Saturn”, ice hockey club ”Khimik”. So, the codes of budget classification on financing the security measures for civil defense for Ministries, Committees, and other Departments of Moscow region were revised.

The “Uralsib” insurance company has paid about 1,5 million rubles to the inhabitants of Zheleznodorognyi, who suffered from a gas accident on May, 6, 2004.

The company has fulfilled it’s duties towards it’s contract with “Mosoblgaz”, who has an insurance contract with “Uralsib”.

Boris Gromov has visited a meeting with the Moscow region government vice heads on September, 20.

The governor of the Moscow Region has brought up questions, considering the antiterrorist security. “Police has discovered a lot of weapons during last two days”, - he mentioned. He asked all services of the Moscow Region to stay alert. “Everything must be in stand by and the people must be extreme cautious”, – he underlined. He wanted “Mosoblgaz” and the Police, Agriculture, Road and other services to start undertaking antiterrorist measures. “Also, the population must be informed”, – he said, – “vigilance, vigilance and more vigilance!”

The question, which was discussed - the project “Of the Law of Moscow region about the norms of budget secure applying in making projects of consolidate budget of Moscow region in 2005” was represented by the minister of economy of Government of Moscow region Vyacheslav Krymov.

It was supposed to use groups of index in eight main points: housing and communal services, education, care of public health, social defense of inhabitants, culture and sport, and municipal organs, young people’s policy. The project included the article, which said about the law definitions of norms in eight main systems of budget sphere.
All norms are calculated for each person or all network.

Minister of economy of Government of Moscow region Vyacheslav Krymov represented also the project of the Law of Moscow region “About the program of social–economic development of Moscow region in 2005”, which contains 21 approval programs on this question.

This project contains priorities of social–economic development of Moscow region in 2005 and a number of programs, financing from the local budget, numbers of measures of local programs, which will be financed in 2005 and etc. The general volume of means from a local budget will be 11 milliards 500 thousand rubles.

The project “About budget of Moscow region in 2005” will be represented by the first deputy of Government of Moscow region – Minister of finance of the Government of Moscow region Alexey Kuznetsov. The budget of Moscow region in 2005 is supposed to be accepted with the incomes at the rate of 76 milliards 171 millions rubles and expenses incomes at the rate of 81 milliards 754 millions rubles. Deficit will be at the rate of 4 milliards 955 millions rubles.

In 2005 the expenses for social help, for payments of population, for gas will accept the Committee of social defense of population of Moscow region and the State enterprises of gas industry of Moscow region were excluded. The first deputy of Government of Moscow region – Ministrer of finance of Government of Moscow region Alexey Kuznetsov will submit the project of a law “About preferential taxes in Moscow region”. The free sum in 2003 was 507,5 millions rubles (1,1% from incomes of local budget). The preferential taxes in Moscow region are submitted to 37 categories of tax-payers.
Reforms in tax law, pursuing policy of low taxes and elimination of preferenrial taxes will be enable to establish a new law ”About the tax privileges in Moscow region”.

Minister of culture of Moscow region Galina Ratnikova will submit the project “About the historical and cultural inheritance”.

Minister of health of Moscow region Vladimir Semenov will submit the project “About changes in the consolidate budget for health”. Medical help and emergency for certain categories of citizens will be on privileged conditions.

The chairman of Committee of social help will submit the project of a law “About monthly help for children“. There are about 1 million 2 thousand children in Moscow region.

The Minister of education of Moscow region Lidia Antonova will report about the norms of money from budget of Moscow region for education.
 

Annually the competition “The best accident controller service of ”Mosoblgaz” is held.
In 2004 such competition will be organized in 11 time .

The accident controller service of Stupino district of Moscow region is the winner for eight times and twice they had the second place.

Such results were achieved by the combination of professional work with using of high quality equipment.

The staff of accident controller service - 73 persons. They have to be highly experienced. The control over gas equipment is carried out on the base of improved program “Skat-2”, which allows to carry out the quick looking of objects and to know it’s parameters for localization of situations.

All these services provides the work of 120 thousand equipment in flats, private houses, industrial heaters and function of more than 1300 kilometers of gas pipes.

Recently the quantity of calls grew (for the first half of 2004 the number of calls was about 2700). But the best days in their work are the days, when there are no calls.

Only for the 6 months of 2004 the controller’s office received 800 calls (including the calls for planning repair). The mast frequent reason of the calls is the fire (about 42%). The calls connected with the damage of pipe lines are 8, 7%. About 8% of calls connected with the non sanction installing of gas equipment.

But in regular work of controller office they have to calculate all gas consumption and must be sure of pressure of gas in gas lines. In 2003 was put into operation a new system of emergency calls with the use of high equipment for each controller and operator.

It is also working for the quick wire connection between branches. The accident service is one of the main activities of the whole company. The main quality of these specialists are rapid decision making, great experience amount.

There is the necessity to analyze the results of our work, the fulfillment of plans of the current year and the corrections of action till the end of the year in connection with the instructions of the President to Federal meeting of Russian Federation.

The economy of the region is successfully develop.

In some directions the results are higher than planned.

The Moscow regional statistic committee gave the information about this.

The volume of industrial production grew on 1,7%. As compared with the previous year it is on 7,6% higher than planned.

Together with the growth of production goes it’s modernization, a new power are putting into operation, and the financial points are improving.

The volume of investments in the main capital grew on 49,2 % as compared with the previous year.

It is necessary to make the conclusions:

The dynamic of all main directions is positive.

But in spite of positive directions there are negative. It concerns the growth of income of population.

The level of growths of salary in Moscow region is higher than in Russian Federation, but doesn’t satisfy us. The growth of salary level is low in building and in agriculture.

In first half of the year the government did a lot to support the unprotected population.

The temps of growth of salary must be increased in twice.

It was taken a decision to increase the payments to municipals, working and social pensions .

Increased the category of population, which has the rights in help.

The main task, which the government have to decide is to increase the growth of the average level of salary in budget till 8 thousand rubles till the end of 2005.

The second problem is to liquidate the debts on salary.

For the last five month the debts on salary were liquidated on 60 million rubles.

 Another problem is the building of flats for the needed persons.

The difficult problem is the replacement of privilege on payments.

The growing number of immigrants is another problem.

On the meeting it was stated the task to elaborate the program of development of payment services, the growth of payment services is lover than inflation.

For regulation of the requiring payment it is necessary to elaborate the program of developing of this sphere.

For doing this it is necessary:

First - for the government organs of state power it is necessary to approve the lists of requiring payment and to put this list under consideration of Interdepartmental comission prices and taxes and to accept for every enterprise the structure of expenses  received from requiring payment and to direct this means to the increase of salaries of workers in municipal sphere.

Second – the ministry of economy with the central organs of power and municipal organs – to prepare the measures on it’s reconstruction, changing it’s status.

In region is the great experience in program planning.

Positive changes in ecological and municipal development of region appeared as a result of long standing planning but it is necessary to point that a lot of programs are not good too.

It is necessary to change this practice.

The main approvals to the new system are formed in project of the law about strategic planning.

The principles which are in this project are fully in accordance with the requirements of President.

 In connection with this in short time it is necessary to finish the elaboration of strategy of economic development for the five years.

At the present time there are about 30 regional programs. Many of them are finishing in 2005.

In six regions is carried out the experiment on including the investments form in taxes on water and etc. in concrete investments program of organizations.

Ministry of economy must analyze the results of experiment and present to the government the supposal on their distribution.

The Federal budget supposed to finance 155 objects for the sum of 900 millions rubles.

The new rules of forming and fulfillment of Federal investments program were accepted by the government of Moscow region.

And one more, each year the program of gasifying was failed, but the task was to gasify the region fully till the end of 2006.

And here the responsibility is on Bolshakov D.A., Gornostaev A.V., Kuznezov A.V.

In some municipals districts there were positive changes, specially in Ramenskoe, Dmitrov, Noginsk, Chekhov districts and in Kolomna, Dzerzhinsk, Podolsk  and so on.

The problem is in providing cleanness and order on the territory of Moscow region, it is the big and non decided problem.

The next task is the preparation for winter

On the first of July there were prepared for winter 23 thousand objects, it is about 40% as compared with 25% planned .

The heat-lines in Moscow region are prepared for winter too.

The collection of payments and taxes for appartments is only 90%. The debts is 6 milliards rubles. It is not good.

Taking into account this situation, the Governor gave 1 milliard rubles for repair of roofs, engineering systems and heaters. The time of the fulfillment of this works is 15^th of September.

And once more.

The social support of people of old age and invalids, people who are in difficult situation and children, orphans, and children without parents is affected by Federal law.

A new school year is beginning.

The first of September is a holiday and it is necessary to adopt the additional efforts to prepare for it.

This year it is planed to put into operation 12 new schools and 7 kindergartens.

We are at the steps of final phase of forming the economical and budget relations in 2005.

The forming of prognosis of economic and social development is finished .

We have to do a great work to form normative base.

By the end of the year it is necessary to accept 70 laws of Moscow region, finish the administrative division of region.

In 2004 the region will celebrate 75 years of it’s foundation.

We elaborate the plan of this celebrations.

The final accords will be the meeting in State Kremlin Palace on the 3^rd of October, 2004 at 16.00.

It can happen that Serpukhov will be the one and only city in the Moscow region, where a boiler, a heater and other gas equipment could be renewed and spare parts bought.

The main problem is that SUO “Mosoblgaz” made a decision to close all gas equipment service centers around the Moscow region. If any equipment will be broken you can either buy a new and modern one or renew it privately.

But in Serpukhov the service-centers still remain, because many people are using that kind of equipment. In the Serpukhov branch office of “Mosoblgaz”, which is also servicing the population of Chekhov, Protvino and Pushchino, 20000 people use water heat gas equipment.

So, “Zhilkomservis” is servicing now the gas equipment. All of the workers there have a lot of experience. Vladimir Alekseevich Sholokhov, it’s director, is not an exception.  

The service-center is situated near the industry plant “Metallist”. All the service equipment adjusted to repair different heater types is there.  Sholokhov is confident of success:

“It is very important for us to constrain that type of service for the people of Serpukhov, because it is important for many socially unprotected people. The renovation cost is about 300 rubles, is there any use of buying new equipment, which cost is 5000 rub.?

As far as I know the same service centers are situated near the Moscow Region. We are the one and only left. It is our chance to sell our production to other cities of the Moscow Region. And we must use it. We have already solved the questions of organization with the administration of the Serpukhov. The application form for renovation can be left in the “Mezhraigaz” office at the Borisovskoe sh. street (tel.: 35-22-15)”.

Yesterday there was a sitting of operative staff of Ministry. Victor Beshkarev started this meeting with the information about the situation of the preparation for winter in Volokolamsk.

As it was informed, in accordance with the decision of the staff, there was the commission of specialists. Situation in this region is difficult, as there is no money for repair of lines. It was took the decision to replace the old lines. But it is very difficult to do it without money.

To fulfill all works to the 15th of September is possible only by working in two shifts.
The time of putting the heating systems into operation in three settlements: Krasnoarmeisk, Roshal and Oktyabrskiy, Luberetzk district. As the first deputy minister Vladimir Yavtushenko said, the preparation for winter is behind of schedule.

In Krasnoarmeisk the preparation for winter is only 30%, 2 kilometers of lines are replaced, one heater is repaired. But one may come to conclusion, that it is the citizens are guilty, they don’t pay. The administration took the obligations to take all measures to prepare for winter.

In city Roshal, in Oktyabrskiy most citizens don’t pay for hot water. At the sitting was discussed the problem of money, which are on the accounts in banks and which can’t be used as to the absence of signatures of chiefs. As we see, the warm water did not come to the consumers not only to the absence of money, but to the pour organization.

As to the financing of heater measures, the situation is not so good. It was stated, that the municipal organizations did not submit documents in accordance with which the government granted the credits for repair and reconstruction of heaters and lines. In three weeks till the 15th of September all forces will be directed on this preparation.

The first question to be discussed - is the project ”The financing of loan interest rates, received by the plants and used for transportation of the Moscow Region in 2004”. It will be brought for discussion by vice transport minister of the Moscow Region Ludmila Zenkova.

The order was formed, according to the Moscow Region law “About the Regional budget for 2004” and all of its additions and changes. The SUO’s of the Moscow Region are capable of taking loans and returning them from the federal budget. The loans are used for transportation of passangers, using busses and electric means of transport, for buying new busses and also for construction and reconstruction of social objects. The compensation for the loans is financed according to the Moscow Region law “About the Region budget for 2004”.

The first vice-chairman of the Youth Affairs Commettee Sergey Malin will report about all the changes, done to the structure, quantity and statute. The project of a statute “About add-ons and changes to the Moscow Region’s law №170/12 “About organisation and timeline of the forecast of the socio-economical delvelopement of the Moscow Region in 2005”, the project of the law “About the Region budget in 2005” will be introduced on the seating by the economic minister Vyacheslav Krymov.

The ecology minister Alla Kachan will bring the project of the law “About the add-ons and changes, done to the Moscow Region Law №169/19. The finance minister of the Moscow Region Aleksey Kuznetsov will report about the law “About canceling some of the Moscow Region laws”. The housing and communal services minister of the Moscow Region Victor Beshkarev will introduce a project of a law “About add-ons and changes to the law of the Moscow Region №638/50”.

A council under the surveillance of the supervising commission and control branches of the Federal branches collage of the Moscow Region took place in Klin.

Before the council, the check of eight Klin facilities was done. The observance of the Russian laws was checked. Also the question of evading further law violations was discussed.

Changes were made in the law “The renovation and modernization of the heat facilities in the Moscow Region in 2003-2007”. Heat providing networks will be restructurized in 27 settlements, 22 kilometers of heat pipelines will be put into operation, 15 boiler houses will be restructurized or build and three block-modular boiler- houses will be build.

The Moscow Region’s government prescription №166 from 26/03/04 states, that 190 million rubles will be given for the gasification. Nowadays, the amount of money, received for gasification is about 123 million. 

As it was reported by “Mosoblstroy”, the Moscow region’s gas workers are working in Voskresensk, Volokolamsk, Kashira, Klin, Taldom,Schelkovo, Chekhov and other regions.
